But I think it must be metaphorical earthquakes that are being referred to; in other words, these things cause major problems. (I might say such-and-such a person was elected on a tidal wave of public opinion) And as I look at the syntax, it seems ambiguous to me: Are the gay people the cause of the earthquakes (whether metaphorical or literal) or is the passing of legislation" the cause of the earthquakes?
