I think he is alluding the the stereotype that gays tend to engage in multiple partner coupling. The aggregate effect of many people thrusting and gyrating simultaneously in one location could case tectonic plate shifts. There is some scientific justification for this theory (I read it at Onion.com).

He seems to believe that homosexual acts are earthmoving experiences. Hmmm.

He's pointing to actual earthquakes. He was, after all, making these comments during a session on earthquake preparedness, which came after two big quakes.

This is funny... But I think it must be metaphorical earthquakes that are being referred to; in other words, these things cause major problems. (I might say such-and-such a person was elected on a tidal wave of public opinion)
And as I look at the syntax, it seems ambiguous to me: Are the gay people the cause of the earthquakes (whether metaphorical or literal) or is the passing of legislation" the cause of the earthquakes?
